Royals attendance versus the Rays attendance?

Earlier this week there were 12,000 Rays fans at a game they could have clinched at then last night 23,000 Royals fans showed up to support their team and they have been out of it since May. Why is that? The Tampa Bay metro area is MUCH bigger than the KC one too.
