I do some network stations come in on antenna but i can't get them on my cable line up?

I pay for Charter Cable, just the basic package ( 28 channels) primarily so i can get network tv without having to put up an antenna. Anyway I went to watch something on FOX 11 and it was froze on what looked like Judge Judy. It's been that way for over 2 hours. I called my neighbor, he has an antenna with a digital converter box, and he said FOX 11 is working fine. What gives? I'm paying and he's getting it for free. I don't mind paying, but I would at least like to be able to watch it. So why is it that the cable company can't pull it in? Can someone please explain? Thanks.
