Army Advanced rank enlistment help?

I have been doing some research on this and want to get some clarification. I recently enlisted in the army i am on DEP right now (ship date oct. 17th). I was told that i didn't have enough college to make rank, but I am not so sure that is true. I attended A tech School in Bellingham, WA and recived 1026.00 "credit hour" (thats is what my official transcript says). So uming I am correct in my thinking Credit hours are clock hours? And according to (http://www.carson.army.mil/education/educationandpromotions.htm) Semester hours are calculated by dividing clock hours by 16. so 1026/16=64.125 semester hours. I am awarded 1.5 promotion points for each semester hour so 64.125*1.5=96.1875 promotion points. Is that not enough for at least E-2? I spent a full year in college! any help would be great, thank you!
